In accordance with the Cabinet of Ministers' Decree No. 261 of March 10, 2023, which approved the "Admission Plans for Doctoral and Postgraduate Preparation of Higher Education and Scientific Institutions of the Republic of Azerbaijan for the Year 2023," Western Caspian University is pleased to announce admissions for doctoral and postgraduate programmes in various fields for the year 2023.

Application Process 

All applications will be conducted electronically through the "Centralised Information System for Education" (CISE). Prospective candidates must visit the Ministry of Education and Science of the Republic of Azerbaijan's portal.edu.az website and select the "Registration for Admission to Higher and Secondary Specialized Educational Institutions" service, adhering to the instructions, between April 12, 2023, and May 16, 2023. 

To apply for doctoral and postgraduate programmes, the following documents must be submitted: 

Application (addressed to the rector) 

Personal registration form 

Translation of diploma 

Employment certificate 

3 passport-sized photos (3x4 cm) 

Work record book for those with work experience 

List of published research papers or an abstract in the chosen field of expertise 

Copy of the diploma and its appendix in the prescribed manner (for citizens of the Republic of Azerbaijan who have studied abroad, a certificate of recognition of educational documents) 

Copy of the identity document 

Admission Criteria 

Admission to doctoral and postgraduate programmes will be carried out in accordance with the Cabinet of Ministers of the Republic of Azerbaijan Decree No. 129 of July 1, 2010, "On the Establishment of Doctoral Programmes and Admission Procedures for Doctoral Programmes." 

Candidates for the Philosophy Doctorate Programme must have completed a master's degree programme (including the defense of a master's thesis) or its equivalent, and be citizens of the Republic of Azerbaijan, admitted through a competitive selection process. 

Candidates for the Doctor of Science Programme in specific fields of the Philosophy Doctorate Programme, or equivalent education, will be admitted through an interview process. 

To be eligible for admission to the Philosophy Doctorate Programme, candidates must obtain a minimum score on the foreign language exam administered by the State Examination Centre (SEC). 

The registration period is from April 12, 2023, to May 16, 2023, and will be conducted online through the portal.edu.az website. 

The application process for doctoral programmes will be carried out electronically through the Centralised Information System for Education (CISE). Applicants must visit the Ministry of Education and Science of the Republic of Azerbaijan's portal.edu.az website, select the "Admission and Registration to Higher and Secondary Specialized Educational Institutions" service, and complete the registration process in accordance with the instructions (instructions are provided). 

Tuition fees will be determined based on a tuition agreement.
